Roof Cover & Associated Upgrades Project
POOL PROJECT UPDATES/TIMELINE -

The Dave Hume Pool is a facility owned by the Western Bay of Plenty District Council.
It has operated under the management of the Dave Hume Pool Trust since 1995 and is part funded each season by Council via a legal Service Level Agreement (SLA). This SLA is a finite budget to allow the pool to operate for an approved number of weeks each season. This can vary depending on circumstances, often beyond the Trust’s control.
All major expenditure is subject to the approval of the council.
The roof cover project has two parts – the cover itself along with all associated works, and the bulkhead / lining of both pools along with associated infrastructure. Also included is a disability hoist and new pool covers.
These two parts have always been considered in tandem - that is, the bulkhead / lining of the pools could not be progressed before the roof cover was completed.
The decision by Council on 26 August 2024 was to defer a decision on funding the roof project until the 2025 annual plan. At the same meeting, Council did approve the bulkhead / liner project.
Council will shortly begin to seek tenders for the design and construction of the bulkhead and associated infrastructure, and for the installation of linings following the completion of the bulkhead. Obviously, weather will have an impact on how long these works will take, most probably at the end of this season.
Although you will find the pool as you saw it at the end of last season (due to the circumstances above), we are delighted to be opening tomorrow.

In early August, WBOPDC councillors took part in a series of workshops. At these workshops, councillors were presented with four options with regard to the Roof Project, one of these preferred by the Trust and presented as the best option by WBOPDC’s Janine Field. As a late addition, the CEO (John Holyoake) presented a 5th option - to defer any decision on the Roof Project, until the 2025 Annual Plan process.
On Tuesday 20 August, members of the trust met with WBOPDC’s Janine Field and a representative of Bay Trust (Yvonne Baldock) at the pool. As with TECT, this meeting was to keep Bay Trust up to date with the progress of the project. At this point, a final decision was yet to be reached by council, following their workshops held in early August.
On Monday 26 August, WBOPDC held its Annual Plan and Long-Term Plan committee meeting.
As part of this meeting, councillors voted on the options for the Roof Project.
Much to the disappointment of the Trust, who see this as a backward step, council has chosen the 5th option.
On Tuesday 3 September, members of the trust met for our monthly meeting. On the agenda, how to progress development at the pool, following the delay imposed by council. We are now working with council on a 6th option (still requiring council approval). We will keep you informed when we have some certainty from council that this will proceed. Unfortunately, for those of us who see the long-term, big picture value of a roof over the pool, this will not be happening at the end of this current season as we had hoped it would.

On Wednesday 17 July, members of the trust met with WBOPDC’s Janine Field at the Dave Hume Pool.
Janine advised that pricing had now been supplied by the principal contractor, and that a final decision regarding the pool project will be made by elected members of the WBOPDC, by the end of September.
This will enable the Trust to open the pool this season as usual, date to be confirmed but likely to be late September around the time that Daylight Saving begins.

On Wednesday 5 June, members of the trust met with WBOPDC’s Janine Field and representatives of TECT. This meeting was to keep our funders up to date with the progress of the project and to advise them of other planned fundraising initiatives.
However, due to project pricing delays from the principal contractor, expected targets have not been met.
Hence, the delay in our communications to you, which were planned for the end of May.
Despite our most sincere efforts, we are unable to share more with you at this time.
The next meeting with council is scheduled for Wednesday 17 July, and we will advise the outcome of that meeting as soon as possible.

On Monday 6 May (rescheduled from April due to a family death), members of the trust met with our WBOPDC representative, Janine Field, along with project managers to receive an update on the status of the pool cover project.
Communications from Council will be forthcoming by the end of this month (May 2024) confirming this status.
It is then expected that these communications will be regularly updated by Council and Project Consultants once the project is underway.
Please be aware that all communications will come to the Trust directly from Council and be shared with all pool users.
The Trust looks forward to keeping you up to date with developments at the pool over the coming months.
